It was a very heated and stormy discussion, from which I learned one thing: each of the participants in the meeting simply had diametrically opposed positions. There is not even a common understanding of the terminology that we use!
Now the discussion goes mainly in several directions. Firstly, these are disputes about the voluntariness and obligatory nature of insurance. The majority of departments, including representatives of insurers, oppose the mandatory one. At the same time, two types are distinguished in voluntary insurance: voluntary and imputed insurance, when it will be the duty of a medical institution to have this insurance upon obtaining a license. nine0005
Second, the legal framework. While there is a huge number of legislative norms that do not allow the introduction of this type of insurance. But we must clearly understand that we should not wait for the weather by the sea: we must at least write out a list of these laws and understand how we can change them.
Thirdly, statistics. The Ministry of Finance, the Ministry of Health, the Central Bank noted the absence of any statistics on the basis of which it is possible to calculate the tariff. But a vicious circle arises: we cannot introduce insurance due to the lack of statistics, but there is none, because insurance has not been launched. At the same time, one of the proposals was to implement the project in pilot regions. And the deputy plenipotentiary representative of the President of Russia in the Far Eastern Federal District, Grigory Kuranov, who participated in the meeting, even offered his district to launch the experiment. Of course, there are a huge number of issues, and not all of them are resolved in a day. I proposed to create a working group with representatives of all departments that took part in the meeting. In 1-1.5 months, we must develop a roadmap that will be accepted by all parties and help to reach the creation of a law.
